Method 2. Reinstall Windows Defender
Open registry, then go to: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender
Then delete Windows Defender folder, then restart the PC and check it again.
If none will work from the above solution I suggest to do an in-place upgrade wherein it will upgrade the device to the latest version and repair all issues without deleting any files.

2. Select Download tool, and select Run. You need to be an administrator to run this tool.
3. On the License terms page, if you accept the license terms, select Accept.
4. On the What do you want to do? page, select Upgrade this PC now, and then select Next.
5. After downloading and installing, it should fix the issue.

Note: if you receive error: "This Pc can't be upgrade, follow the steps below"
Method 1. Go to C:\$WINDOWS.~BT\Sources\Panther then delete the file name compatscancache.dat
Then try again or reboot the PC first then try again.
You might not see the folder as it is hidden, make sure to show hidden files first.

Method 1 didnt work.
Method 2 didnt work.
I have attempted an in-place update to Windows already which I have been unsuccessful with. I tried both with "Upgrade this PC" and the ISO method. Both times, it only will let me do a complete reinstall with keeping nothing on my current system because it says that "Your files, apps, and settings can't be kept because your current version of Windows might be installed in an unsupported directory or you're trying to install an older version of Windows."

I got you another thing we can do is to create new user and use it permanently if that works.
Create Local account:
Press Windows key + R then type in Netplwiz click ok
Click add (if add is greyed out check User must enter a username and password to use this computer)
Click Sign in without a Microsoft account
Click local account
Fill up then finish
After that Open Netplwiz again
Click the account you created
Click Properties> Group Membership and click Administrator click apply and ok
Login to another user and check.

Sorry, this doesn't work either.
As I said in the original post, I can't Add an account it seems for the same reasons that nothing else works.
I click Add and nothing happens. I have tried in regular boot mode and Safe Mode.

Hi Brett. I'm Greg, an Independent Advisor here to help until this is resolved.
When Defender disappears we first need to check for infection by the most thorough methods, then for damaged System Files, and finally with known fixes for Defender. Please follow all steps in order. I am standing by to help you.
1) Download, install and run a full scan with the most powerful on-demand free scanner Malwarebytes:

In the Malwarebytes Settings > Security tab set it to include scanning for Rootkits.
If necessary run it in Safe Mode with Networking, or Safe Mode accessed by one of these methods: https://www.digitalcitizen.life/4-ways-boot-saf...
Clean up anything found, restart PC and then run again until it comes up clean.
2) Then download, install and run a full scan with AdwCleaner:

Check for any remainders in Settings > Apps > Apps & Features, and also in each of your browser's Extensions, Home Page settings, Search service or Add-On's as shown here: https://www.computerhope.com/issues/ch001411.htm
3) Then check for damaged System files by running System File Checker from Step 10 in this checklist:

4) Now type Security in Search box, open Windows Security to see what the Status of Defender and other protections are now.
5) If Defender is still broken, try these fixes next:

6) Check in Settings > Apps > Apps & Features that no other antivirus' are installed and if so uninstall them now. You may also need to run a special Uninstaller tool for any previously installed Antivirus from here: https://www.bitdefender.com/consumer/support/an...
7) If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, is the most stable method to advance to the latest version, and solves most problems. http://windows.microsoft.com/en-us/windows-10/m... .
If you want to keep Malwarebytes as an on-demand scanner then you can turn off its Real Time trial version in it's Settings > Account Details tab.

As previously mentioned, I have tried most of these already.
I tried them again in the order that you suggested and still am not able to make any changes to anything in any part of Windows Security Center.
I would like to do Step 7 which is a repair install, but it won't let me unless I remove all of my personal filesbecause it says that "Your files, apps, and settings can't be kept because your current version of Windows might be installed in an unsupported directory or you're trying to install an older version of Windows."
Does anyone have a workaround to be able to "Upgrade Now" without having to delete all files?

That Unsupported Directory error is rare and may be the root of your problem.

It is a better install than any amount of money could buy and a great learning experience that will make you permanently the master of your PC because you will know what works best and have applied it with your own hands.

Ironkey is my flash drive. Plugging it in or not has no bearing on what is going on.
I'll go through this upgrade failures document, but I'm not trying to do a clean install unless I really have to. The computer is working totally perfectly apart from this issue and its just not worth it to me to do a clean install with everything that entails in order to fix it right now.
